The mission of the Housing Authority of Racine County is to be the leader
in making excellent affordable housing available for low to moderate-income
families in Racine County. Through effective management and responsible
stewardship of public funds, we will forge effective partnerships to maximize
housing-related social and economic opportunities. We will foremost promote
home ownership and also self-sufficiency and urban stability.

Our Programs

| HOUSING CHOICE VOUCHER (Section 8) - The Housing Authority of Racine County (HARC) currently has approximately 1,500 Vouchers available for the usage of Racine County residents. Under the HCV program families generally pay the greater of 10% of monthly income, thirty percent of their adjusted monthly income, or shelter rent toward the cost of the rent of the unit, with HARC paying the difference between the tenant's portion and the contract rent. HARC serves extremely low and very low income families in this program. Families are selected off the the waiting list by the date and time of their application.
Please note that as of January 1, 2008, we are no longer accepting applications for the Section 8 Housing Choice Voucher program. Please also be aware that there is normally a 2 to 3-year waiting period for services.
FAMILY SELF-SUFFICIENCY (FSS) is a program for HCV participants that encourages communities to develop local strategies to help voucher families obtain employment that will lead to economic independence and self-sufficiency. HARC will work with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program that gives participating FSS family members the skills and experience to enable them to obtain employment that pays a living wage.
HOMEOWNERSHIP - Is designed for HCV participants who wish to purchase their first home but need help meeting the monthly mortgage and other homeownership expenses. Eligibility requirements include sustainable employment, minimum income, and homeownership counseling.
ELDERLY HOUSING - HARC owns and operates Levi-Barnes Manor, a 24 unit facility located in Waterford, WI. It is designated as an elderly complex, so inclusion is limited to adults over 62 years of age, with two of the units being handicapped accessible.
HANDICAPPED HOUSING - HARC owns and operates eight units that are for the sole usage of handicapped residents. These units are two fourplex apartment buildings located in the City of Racine.
